Kaupungin satamalaitoksen otettua haltuunsa maahan tuotua tullaamatonta tavaraa tästä tavarasta oli sitä luovutettaessa vastaanottajalle havaittu osa kadonneeksi. Kaupungin katsottiin olevan vastuussa tavaran häviämisestä.
