We collect general statistical data on the use of Finlex. We do not collect identifiable data about visitors, nor do we save cookies or other files on visitors’ terminal devices. We use the data we collect to develop Finlex’s content and communications and to ensure adequate service capacity.
The Ministry of Justice is responsible for tracking the use of the website. The data is processed by the Legal Register Centre. The visitor tracking data is stored on the Government ICT Centre Valtori’s server in the CGI data centre, which is located in the European Economic Area.
We use the open-source visitor tracking software Matomo, which generates a random identifier for each visitor. The identifier allows us to combine data on visitor’s rough geographical location. The location is determined using an anonymised IP address, not the
visitor’s full IP address. We also collect data on which pages are downloaded at what time, and on the visitor’s web browser, device model and operating system. We do not collect any tracking data on visitors who have enabled the ‘Do not track’ function in their browser settings.
We do not disclose visitor tracking data to parties outside the administrative branch of the Ministry of Justice, nor do we allow outside parties to utilise the data. Statistical data is available for internal use only, for the purpose of developing the services and planning communications.

The data may not be used for purposes that breach or compromise the protection of personal data. The data may not be combined in a manner that violates a person's privacy.
