This accessibility statement applies to the Finlex.fi website. The statement was drawn up on 29 May 2024. The statement is based on a third-party assessment of the website's compliance with Directive (EU) 2016/2102. The statement was last updated on 10 January 2025.
State of accessibility
The website complies partly with the A and AA level requirements of the Web Content Accessibility Guidelines. The website's key shortcomings are described below.
Non-accessible content
Structure
The content pages contain many lists that have not been determined programmatically. (WCAG 1.3.1)
The row and column headers in some tables on the content pages have not been determined programmatically. (WCAG 1.3.1)
The HTML code contains some errors (WCAG 4.1.1)
Navigation
It is easy for a keyboard user to become trapped in the long table of contents on the content pages, which cannot be skipped (WCAG 2.1.2)
In the horizontal mobile view, keyboard focus is lost under the content pages' table of contents and a keyboard user cannot see where the focus is (WCAG 2.4.3, WCAG 2.2 2.4.11)
Form elements
The forms' error messages use the user's browser language and may thus differ from the website's language (WCAG 1.1.1, 2.4.6, 3.1.2)
Entering invalid dates in the date fields does not result in an error message (WCAG 3.3.1)
The element's ”Go to” button does not work with the mouse if the fields have not been completed (WCAG 1.3.1, 3.3.1)
PDF files
Several materials in Finlex contain PDF files, which have a variety of accessibility issues depending on the material. These issues include:
PDF files containing translated text do not contain tags, so cannot be read with a screen reader. For this reason, the files are also missing the read order and header and list markings (WCAG 1.3.1)
The document's title has not been defined in the files' properties (WCAG 2.4.2)
The files' language has not been specified (WCAG 3.1.1)
Some of the files have been published before 23 September 2018, so the statutory requirements do not apply to them.
