    Declarations contained in the instrument of ratification deposited on 6 September 2019 The Permanent Representation of Spain to the Council of Europe, on the occasion of the ratification of the Council of Europe Convention on an Integrated Safety, Security and Service Approach at Football Matches and Other Sports Events (CETS No. 218), has the honour to communicate that: - Spain declares that it will continue to apply the European Convention on Spectator Violence and Misbehaviour at Sports Events and in particular at Football Matches until the entry into force of the Council of Europe Convention on an Integrated Safety, Security and Service Approach at Football Matches and Other Sports Events. - In the case that said Convention were to be ratified by the United-Kingdom and extended to Gibraltar, Spain would like to make the following declarations: 1. Gibraltar is a non-autonomous territory whose international relations come under the responsibility of the United Kingdom and which is subject to a decolonisation process in accordance with the relevant decisions and resolutions of the General Assembly of the United Nations. 2. The authorities of Gibraltar have a local character and exercise exclusively internal competences which have their origin and their foundation in a distribution and attribution of competences performed by the United Kingdom in compliance with its internal legislation, in its capacity as sovereign State on which the mentioned non-autonomous territory depends. 3. As a result, the eventual participation of the Gibraltarian authorities in the application of this Convention will be understood as carried out exclusively as part of the internal competences of Gibraltar and cannot be considered to modify in any way what was established in the two previous paragraphs. 4. The process provided for by the Arrangements relating to Gibraltar authorities in the context of certain international treaties which have been adopted by Spain and the United Kingdom on 19 December 2007 (jointly with the "Agreed Arrangements relating to Gibraltar authorities in the context of EU and EC instruments and related treaties", dated 19 April 2000) apply to this Council of Europe Convention 5. The application of the Convention to Gibraltar should not be interpreted as an acknowledgment of any right or any situation regarding areas not covered by Article X of the Treaty of Utrecht of 13 July 1713, concluded between the Crowns of Spain and of the United Kingdom.

    Declarations and objection contained in a Note Verbale from the Permanent Representation of Greece, dated 11 April 2023, deposited with the instrument of ratification on 25 April 2023 In accordance with Article 16, paragraph 4, of the Convention, the Hellenic Republic will continue to apply the European Convention on Spectator Violence and Misbehaviour at Sports Events and in particular at Football Matches of 19 August 1985 (ETS No. 120) until the entry into force of the Council of Europe Convention on an Integrated Safety, Security and Service Approach at Football Matches and Other Sports Events (CETS No. 218) for the Hellenic Republic. The Hellenic Republic communicates that, for organisational reasons, it shall start applying Article 5 of the Convention on 1 January 2024. The Government of the Hellenic Republic has examined the declaration made by the Republic of T??rkiye upon ratification, on 25 May 2020, of the Council of Europe Convention on an Integrated Safety, Security and Service Approach to Football Matches and Other Sports Events (CETS No. 218). The Republic of T??rkiye declares inter alia that its ratification of the Convention should not imply any obligation on its part to enter into any dealing with the Republic of Cyprus within the Framework of the Convention. The Government of the Hellenic Republic reiterates its view that the above declaration amounts to a reservation, as it purports to exclude the application of the Convention in its entirety between T??rkiye and Cyprus. Such reservation is contrary to the object and purpose of the Convention, which is to provide a safe, secure and welcoming environment at football matches and other sports events, by inter alia promoting international cooperation to that end (Articles 2, 11). Therefore, the Government of the Hellenic Republic objects to the said declaration. This objection shall not preclude the entry into force of the Convention between the Hellenic Republic and the Republic of T??rkiye.

    Reservations and Declarations CYPRUS Objection contained in a Note verbal from the Permanent Representation of Cyprus, dated 28 August 2020 and registered at the Secretariat General on 31 August 2020 ??? The Republic of Cyprus has examined the Declaration deposited by the Republic of Turkey on 25 May 2020, upon ratification of the Council of Europe Convention on an Integrated Safety, Security and Service Approach at Football Matches and Other Sports Events (2016, CETS No. 218) and notes with regret that such a declaration is inconsistent with international law and contradicts, inter alia, the binding UN Security Council Resolutions on Cyprus. Having signed the Convention on 4 May 2017, the Republic of Cyprus is not yet a State Party thereto, as the ratification is pending. Irrespectively, in the view of the Republic of Cyprus, a member state of the United Nations, the European Union, the Council of Europe and other International Organizations, the content and purported effect of this Declaration renders it tantamount to a reservation contrary to the object and purpose of the Convention. It is the firm position of the Republic of Cyprus that Turkey, by repeatedly undermining the legitimacy of the Republic of Cyprus and promoting the illegal secessionist entity in the occupied part of the Republic of Cyprus, including, through declarations as the present one, holds in contempt international law and the international legal order. The Republic of Cyprus, therefore, strongly rejects the aforesaid Declaration made by the Republic of Turkey and considers it null and void.

    Declaration contained in the instrument of ratification deposited on 25 May 2020 Turkey declares that her ratification of the ???Council of Europe Convention on an Integrated Safety, Security and Service Approach at Football Matches and Other Sports Events (CETS 218)??? neither amounts to any form of recognition of the Greek Cypriot Administration???s pretention to represent the defunct ???Republic of Cyprus??? as party to the Convention, nor should it imply any obligations on the part of Turkey to enter into any dealing with the so-called Republic of Cyprus within the framework of the said Convention.
