  ???In accordance with Article 15 paragraph 4 of the Amendment, the Government of the
  Kingdom of Norway declares that it does not intend to be bound by the procedures set out in article
  13bis, paragraph 7, as regards the amendment of annexes IV-XI.???

  The Amendment shall enter into force for Norway on 24 February 2020 in accordance with
  article 13 (3) of the Protocol which reads as follows:
  ???Amendments to the present Protocol, including amendments to annexes II to IX, shall be
  adopted by consensus of the Parties present at a session of the Executive Body, and shall enter into
  force for the Parties which have accepted them on the ninetieth day after the date on which two thirds of
  the Parties have deposited with the Depositary their instruments of acceptance thereof. Amendments
  shall enter into force for any other Party on the ninetieth day after the date on which that Party has
  deposited its instrument of acceptance thereof.???
