Oikeusministeriö ilmoittaa, että Suomi on antanut viranomaisten asiakirjojen julkisuudesta tehtyyn Euroopan neuvoston yleissopimukseen seuraavat kaksi selitystä, jotka eduskunta ja tasavallan presidentti ovat hyväksyneet:
The Government of the Republic of Finland declares that, due to an administrative oversight, the following declarations, contained in the decision of the President of the Republic of Finland dated 13 January 2015 on the acceptance of the Convention, and communicated to the Secretariat General after the deposit of the instrument of acceptance of the Convention, are to be considered as deposited simultaneously with the said instrument.
The Government of the Republic of Finland declares that:
1) for the purposes of the Convention, the definition of “public authorities” referred to in Article 1, paragraph 2, of the Convention includes natural and legal persons when performing statutory duties involving the exercise of public authority;
2) the provisions of Article 8 of the Convention concerning the review procedure do not apply to a decision made by the President of the Republic in response to a request for access to a document.
